PlatinumGames director Hideki Kamiya said that Bayonetta 3 was made after the Scalebound project was canceled.

Hideki Kamiya: Bayonetta 3 Made After Scalebound Canceled
Speaking with Famitsu, Kamiya said that PlatinumGames started working on Bayonetta 3 proposals and prototypes after the previous project, Scalebound, was canceled.
For the timeframe, it was right after the project we were working on, Scalebound, was canceled. We decided to start working on Bayonetta 3, the game the fans wanted, and also the game I wanted to make.
Writing a proposal alone costs nothing, so we started prototyping. I started conceptualizing and made some rough drafts first. While (director Yusuke) Miyata and others put all that into the proposal, we worked closely with character designer Mari Shimazaki-san on the new design of Bayonetta and also started to give shape to the story.

According to Okazaki, Nintendo was already moving forward with a port of Bayonetta and Bayonetta 2 for Nintendo Switch and Kamiya suddenly shared a video message that Okazaki said: “was the final push that made this game a reality”. Meanwhile, Kamiya noted that he is “forever indebted to Nintendo”.

Speaking of that, I think I was asked to make that video by (PlatinumGames CEO Atsushi) Inaba (laughs). He said he wanted to show the creator’s passion in person. I said earlier that I was almost completely uninvolved with Bayonetta 2, but I did write the story and I think they’re sticking with it.
Since I saw that the game was well received, I wanted to expand the world even further for the fans and also wanted to challenge myself. That’s why I’m so happy that we were able to make the third game. I am not exaggerating when I say that I am forever indebted to Nintendo.
