SEGA and Tencent subsidiary Level Infinite recently announced that they will not be attending E3 2023.

Level Infinite and SEGA Not Attending E3 2023
IGN reported that both SEGA and Level Infinite will not be attending E3 2023 after the media outlet contacted a number of publishers regarding their plans to attend the event.
After careful consideration, we have decided not to participate in E3 2023 as an exhibitor. We look forward to sharing more information about announced and unannounced projects in the future.

Bandai Namco declined to provide any new information but did confirm that they will be attending Geoff Keighley’s media-only event, Play Days. Level Infinite also confirmed its presence at Play Days.
Devolver Digital, which never actually attended E3 but held its event in the adjacent E3 parking lot, revealed that it also has no plans to attend E3 2023. Devolver Digital is currently “in progress” in the production of its Devovler Direct event scheduled for June 2023.
IGN has also reached out to several other publishers such as Activision Blizzard, Embracer Group, Epic Games, Square Enix, Take-Two Interactive, Electronic Arts (EA), and Warner Bros. Games, but they have yet to receive a response.
According to IGN, they understand that there are more publishers planning to skip E3 2023, but have yet to make an official announcement.
Both the Entertainment Software Association (ESA) and ReedPop are yet to respond on this matter.
So far, Ubisoft and Nintendo have confirmed that they will not be attending E3 2023. Microsoft is reportedly planning to host its physical event a week before E3 2023, with the Xbox Games Showcase on June 11. Meanwhile, Sony Interactive Entertainment has not participated in E3 since E3 2018.
E3 2023 will take place from June 13 – 16.
